This Report is the 2nd Environmental, Social and Governance Report of Guangdong Huate Gas Co., Ltd. Based on objective,comprehensive, regulative and transparent principles, this Report expounds management ideas, key practices and annual achievementsfor environmental, social and governance work of Huate Gas in 2023.

This report was approved by the Board of Directors of the Company on 11 April 2024 and was published at the same time as the AnnualReport. The Board of Directors undertakes to monitor the contents of the report and to ensure that it does not contain any falseinformation or misleading statements and is responsible for the truthfulness, accuracy and completeness of the contents.This report is published in Chinese. Additionally, there have been breakthroughs in the purification technology ofethylene and propylene hydrocarbons. Security Risk Management

To standardize the processes of hazard identification, risk assessment, and risk control, we have developed a comprehensive Security RiskClassification Management and Control System. This system ensures that all types of risks are effectively contained, thereby enhancing our safetymanagement standards and safeguarding the personal and property safety of our employees. Additionally, we have established a dedicatedsecurity risk management and control group to facilitate the seamless implementation of "full staff, whole process, all-round, all-weather" riskmanagement and control practices.

Hidden Danger InvestigationWe have established and continuously refined a comprehensive safety production responsibility system for all employees, explicitly outliningthe responsibilities and requirements of personnel at every level in safety production. This system serves to enhance the safety awarenessand accountability of employees, thereby ensuring the effective implementation of safety measures.To further safeguard our production safety, the organization has developed a comprehensive Hidden Hazard Investigation and Management System.This system mandates regular inspections of potential hazards within the plant premises, ensuring prompt rectification and notification. It alsoentails documenting, evaluating, classifying, grading, and analyzing the causes of these hidden hazards, followed by the implementation ofcountermeasures and treatment plans to guarantee their timely elimination. Additionally, to standardize employee behavior, we haveestablished a set of regulations governing employee rewards and punishments, aimed at actively mobilizing the enthusiasm of employees,eradicating safety hazards, preventing major safety accidents, and ultimately enhancing work efficiency and business performance.

Emergency Preparedness and ResponseWe firmly adhere to the principles of safety and prevention being paramount, prioritizing special investigations and comprehensive treatment.Guided by our century-old plan and quality-centered safety policy, we have formulated a comprehensive Emergency Plan for Production SafetyAccidents. This plan includes contingency measures for accident rescue, the establishment of an accident emergency management system,and the definition of handling procedures for various accidents based on the identification of accident factors and risk levels both within andoutside the plant. Additionally, we have established a dedicated Safety Management Office, which is responsible for overseeing productionsafety and emergency management matters. The head of this office serves as our directly responsible person for safety management,emergency management, and safety production.
