Underthe promotion of the concept of circular economy and zero-waste cities,more and more environmental-friendly science and technology have beenapplied to various fields of social production and life. The environmentalprotection industry has officially entered the era of environmentalprotection 3.0 driven by business model improvement + high-qualitytechnology. Under the continuous stimulation of the policy environmentand market demand, the demand for green, low-carbon and resourcerecycling is expected to be further amplified.

In 2023, Dongjiang Environmental continued to deeply explore the mainbusiness of hazardous waste, consolidate its market advantages, andmake efforts in the innovation achievements and the implementation ofmajor projects; however, due to the negative impact of the slow recoveryof the industry as a whole, the lack of significant improvement in themarket structure, and the continuous decline in both volume and price,the hazardous waste utilization and treatment industry is still facing severechallenges. Despite the pressure in operation, the Group has alwaysbeen committed to the sustainable development of the environment andsociety, and insisted on fulfilling its corporate and social responsibility.During the Year, the Group invested a total of CNY370,000 in funds andmanpower and material resources to assist in the twinning support forrural revitalization in Wengyuan County, Shaoguan City, GuangdongProvince, Nanping, Fujian Province, as well as road repairs and assistancedonations to comprehensively contribute to poverty alleviation and ruralrevitalization.In 2024, the Group will continue to adhere to the basic policy of“ensuring survival and seizing market share”. While ensuring thestability of hazardous waste collection and transportation volume, theGroup consolidate and develop the Group’s advantageous businesses,continuously expand the market coverage area. Meanwhile, wepersistently increase the production and sales of high value-addedrecycled products, and strengthen the sales of overseas products. Withthe management of “Three Refinements” as an important starting pointof “extreme cost reduction”, the Group took measures such as the unitconsumption and energy consumption control of auxiliary materials,reduction of maintenance costs, and technical transformation andupgrading to improve the Group’s efficiency and promote the high-qualitydevelopment of the Group. The next step will be to promote industrialoptimization with “extreme pace transformation”, and to cultivateand expand the environmental services industry in an extremely fastmanner, including the operation and management of industrial municipalwastewater, rural domestic wastewater and rubbish, and the expansionof environmental consulting, design, engineering, monitoring andenvironmental protection housekeeping services. In terms of pollutanttreatment, environmental self-monitoring plans, emergency responseplans for environmental emergencies, investment in environmentalgovernance and protection, the Group will strictly implement therequirements of laws and regulations and industry standards, and will relyon information platforms such as the “Safe Dongjiang” and the “IntelligentEnvironmental Protection Operation Platform” to monitor environmentalinformation in a timely manner, accurately and comprehensively disclosethe information, and to accept the supervision and guidance from thepublic and the regulatory bodies.

3.1 Business of the Group
Over the past 25 years, Dongjiang Environmental has alwaysfocused on the field of hazardous waste treatment, providingmature and reliable “one-stop” environmental protection solutionsfor tens of thousands of enterprises and public institutions, thusaccumulating extensive successful experience, becoming a one-stopcomprehensive environmental protection service provider coveringthe Guangdong-Hong Kong-Macao Greater Bay Area, the YangtzeRiver Delta, the Beijing-Tianjin-Hebei Region and the central andwestern regions with nearly 60 subsidiaries. As at the end ofthe Reporting Period, Dongjiang Environmental has obtained thehazardous waste operation qualification of more than 2,700,000tonnes, and can treat 44 categories of hazardous waste (46categories in total in the National Hazardous Waste List). The qualityof recycled products such as alkaline copper chloride, feed-gradecopper sulphate and electroplating-grade copper sulphate, as wellas rare and precious metals such as bismuth, tellurium, lead andantimony oxide has reached the industry-leading level.During the Reporting Period, Dongjiang Environmental continuedto focus on the main business of hazardous waste, consolidatedits market advantages, accelerated the implementation andcommissioning of a number of key projects, achieved a numberof breakthrough achievements in scientific and technologicalinnovation, achieved remarkable results in “extreme cost reduction”,and continued to deepen the reform of state-owned enterprises. Inthe face of increasingly fierce market competition, the Group madefull use of the advantages of complete qualifications and industriallayout in various regions across the country to continuously expandthe market coverage area and actively explore new markets. During the Year, key projects such as Jieyang Dananhai RigidLandfill, Wosen Environmental Landfill Phase I (Unit B and C),and Xiongfeng Environment’s 5,000 tonnes Anode Slime SilverConveyor were successfully put into operation. The Hualu SpecialLine of Jingzhou Phase II Water Plant has fully commenced waterintake operation, and the Shaoguan Dongjiang Heavy Metal SludgeComprehensive Utilization Technology Reform Project has completedthe certification, and the core competitiveness of the Group’s mainbusiness has been steadily improved.
3.2 Achievements and Honors
Since its establishment, Dongjiang Environmental has continuouslyconsolidated the foundation of scientific and technologicalinnovation, and has successively won the second prize of theNational Science and Technology Progress Award, the first prizeof the Science and Technology Progress Award of the Ministry ofEducation, the third prize of the Environmental Protection Scienceand Technology Award of the Ministry of Environmental Protectionand other provincial and ministerial awards. As at the end ofthe Reporting Period, the Group has 9 innovation platforms at orabove the provincial and ministerial level, including the state-levelpostdoctoral research station, the Key Laboratory of GuangdongProvince and the Guangdong Engineering and Technology ResearchCentre. Among them, the Research Institute undertakes 1 nationallevel, 2 provincial and ministerial level and 4 municipal level researchplatforms. In addition, the Group has 19 high-tech enterprises,such as Xiongfeng Environment, Jiangxi Dongjiang and DongguanHengjian. During the Year, 12 subsidiaries were awarded the title of“Technologically Advanced Enterprise” at the provincial (municipal)level.

3.3 Promoting Technological Innovation
Dongjiang Environmental is committed to innovation and upgradingtechnology development, co-ordinating the use of the Group’sresources to promote the iterative updating of technology,accelerating the transformation of scientific research achievements,and creating technical barriers, so as to enhance the Company’s corecompetitiveness. The Group has now formed a relatively completeR&D management system, including the introduction and training ofinnovative talents, the management of innovative R&D organisations,the institutionalised management of technological innovation, andinformation management. The Group has carried out technicalcooperation projects with research institutions such as TsinghuaUniversity and the Research Centre for Eco-Environment of theChinese Academy of Sciences, closely following the national policiesand development trends of the environmental protection industry, andpromotes the research and development of originality technologies,so as to gain a force for the transformation and upgrading of theCompany.During the Year, the Group reached new cooperation intentions withthree universities, namely Fudan University, Shenzhen Universityand Jiangxi University of Science and Technology, and carried outexchanges and cooperation in the fields of high-level talent training,scientific research and innovation, and technical research anddevelopment. The Group currently maintains 690 registered patents,with 98 new authorized patents in 2023, including 19 patents forinvention and 79 patents for utility model. A total of 690 authorizedpatents have been obtained, including 125 invention patents(including 1 PCT US invention patent), 563 patents for utility and 2patents for design.Examples of Invention Patents During the Year: A Treatment Method of Leachate in Hazardous Waste LandfillDongjiang Environmental has developed and applied for the “A Treatment Method of Leachate in HazardousWaste Landfill”, which for the first time in the international level solved the problem of strong corrosion of thetitanium evaporator by bromide in the leachate in hazardous waste landfill, and increased the recovery rate oftotal salt in the leachate to more than 95%, providing a technical route with simple process, mild conditions andenvironmentally friendly for the treatment of hazardous waste liquid with high salt, especially the waste liquidwith high bromine content.

The Group attaches great importance to green and sustainabledevelopment of enterprises, and has established a sound ESGgovernance structure. As the highest management organisation ofthe Group’s sustainable affairs, the Board assumes full responsibilityfor ESG matters, including approving ESG strategy, directionsand objectives, prioritising material issues, and monitoring theimplementation progress and performance of the ESG objectives.The Group has established an ESG working group, which isresponsible for assisting the Board in formulating ESG strategy,promoting the actual implementation of ESG affairs, integrating ESGconcepts into the Group’s daily business operations, and striving tocontinuously improve the Group’s ESG governance. Corporate material issues are an important process for carryingout sustainable related work. We finally concluded 7 highly materialissues, 12 moderately material issues and 6 generally material issueswith fully reference to the Environmental, Social and GovernanceReporting Guide of The Stock Exchange of Hong Kong Limited,the map of Sustainability Accounting Standards Board (SASB)and comparison with peers and based on the Group’s businessdevelopment goals circumstances.During the Year, there were no significant changes in the Group’sbusiness characteristics, operating conditions and stakeholders.Therefore, the Board confirms that the materiality assessmentresults of the previous year still represent stakeholders’ expectationsand applicable to the Year, the previous materiality assessmentresults will survive in the Year. Rare Precious MetalSince the acquisition of Xiongfeng Environment in 2021,Dongjiang Environmental has completed the deployment inthe field of recycling and utilization of waste resources suchas waste residues of non-ferrous metals. At present, a matureproduction process has been formed, which can process morethan 120,000 tonnes of “Three Wastes” materials per year, andcomprehensively recycle nearly 20,000 tonnes of various rareand precious metals such as bismuth. The refined bismuthproduced accounts for more than 6% of the domestic market,and the product popularity and reputation rank top amongsimilar domestic products.

Environmental Protection Engineering and ServicesDongjiang Environmental is committed to providing customerswith one-stop environmental protection engineering andservices, and using the industry experience and technicaladvantages accumulated over the years to meet the needsof customers for value-added business. For the first time, it realized the resourceutilization of waste oil in hazardous waste. For 6 months of operation, the resource utilization of waste oil was

Case of energy-efficient green production during the Year: Production line upgradeIn order to improve harmless treatment and resource utilization of sludge, and assist the local government to fightthe battle of pollution prevention and control, Shaoguan Dongjiang has completed the construction of the brickmaking machine system, the smelting furnace system, the RTO system, the desulfurization system, the activatedcarbon adsorption silo and ancillary equipment by organizing the transformation and upgrading of the heavy metalsludge comprehensive utilization project, and successfully obtained the Hazardous Waste Operating Permit inOctober 2023 to accelerate the expansion of a new track for comprehensive utilization of resources.
RTO202310Firstly, we developed a production line for empty barrels cleaning and crushing. After the treatment of liquidhazardous waste, empty packaging barrels used to hold liquids will be cleaned, crushed and made into plasticpellets, which not only saves the cost of internal empty barrels crushing treatment, but also increases revenuethrough the sales of plastic pellets. Secondly, we developed a production line for sawdust crushing, breakingwaste wood such as the Company’s pallets into sawdust and providing auxiliary materials for the workshop toreduce the procurement cost of sawdust auxiliary materials. Thirdly, we independently completed the coatingof water quenching slag to ensure the safe storage of water quenching slag and achievement of environmentalprotection standards, so as to save the cost of external coating. While increasing revenue, waste raw materialsare reused to save costs and resource consumption.

6.3 Implementation of Low-carbon Management
Dongjiang Environmental has been deeply rooted in the field ofenvironmental protection technology for many years, fully supportsthe national “dual carbon goals” and “UN Sustainable DevelopmentGoal 13-Climate Action” by taking urgent actions to cope withclimate change and its impacts, and consciously carrying outlong-term carbon emission reduction. In addition, relying on our owntechnological advantages, we have recycled the waste containingheavy metals involved in the Group’s business, exporting nearly80,000 tonnes of recycled products annually; the annual electricitygenerated by the biogas is equivalent to the electricity consumptionof 70,000 households for one year, and at the same time, the airpollution caused by about 50,000,000 cubic metres of landfill gas canbe reduced.The Group’s green house gas emissions are calculated inaccordance with ISO14064-1 established by InternationalOrganization for Standardization and the Greenhouse Gas Protocoldeveloped by World Resources Institute and World Business Councilfor Sustainable Development. Adhering to the responsibility concept of “Party and theManagement share the responsibility, one Party with tworesponsibilities, joint management and accountability fordereliction of duty”, the Group has made the requirements of“industry overseers, business overseers, and production andoperation overseers must oversee safety” in the environmentalhealth and safety management work, and implementedthe responsible subjects to individuals in accordance withthe principles of “who is in charge, who is responsible,direct leadership, and territorial management”. The Grouphas established a top-down hierarchical responsibilitysystem, and clarified the scope of EHS responsibilities foreach position. The Group conducts assessments on eachbusiness unit from time to time, starting from multipledimensions, including implementing the main responsibilityof the enterprise, strengthening on-site safety management,special rectification of safety production, implementingthe strategy of strengthening safety through science andtechnology, strengthening environmental protection work, andconducts a comprehensive score based on four steps, namelyself-evaluation, daily assessment, on-site assessment andcomprehensive summary, so as to continuously strengthen thesafety responsibility awareness of employees.? Effective Training InspectionIn order to continuously promote the safe operation ofvarious production links of the Company and improveemployee risk identification and response, the Group carriesout various forms of training and inspection activities fromtime to time every year to supervise and help employeesimplement safety responsibilities. ? Production Process Quality ManagementThe production process is an important part of the inspectionof product and service quality. In order to ensure the qualityof products and services, the Group adheres to the principleof “quality is achieved through the production and serviceprocess”, takes the production process as an importantstarting point of inspection quality standards, and buildsa three-pronged management system of three inspectionmanagement, job management and equipment management,which runs through the entire production process.
(1) Three inspection management: self-inspection, mutual

Final Product Quality inspection and ShipmentManagementIn order to ensure the quality of the final products, the QualityTechnology Department will check and verify the structure,configuration, performance indicators, labels and packaging ofthe final products item by item according to relevant technicalstandards and documents, and ensure that the finishedproducts fully comply with the technical requirements ofproduct quality. The products will only be transferred to thewarehouses if they pass the inspection.When the products are put into storage, the warehouseclerk arranges them by areas according to their varietiesand qualities, and makes corresponding signs. When thefinished products are shipped out of the warehouse, theSales Department sends the approved “sales notice” to thewarehouse management office, and the warehouse clerkprepares the goods according to the grade and weight of thefinished product indicated on the “sales notice”, and informsthe relevant departments to load the truck. In order to maintain the smooth reporting channels andeffectively and accurately crack down on corruption,the Group has set up a Discipline Inspection Office toencourage employees to conduct evidence-raising andprovide effective clues through real-name reporting,anonymous letter visits and reports, reporting,comprehensive supervision and inspection, audit andother channels. The Group guarantees that all labor contracts are signed onan equal and voluntary basis between the employer and theemployees. In principle, the Groupimplements a five-day work system with 40 working hours perweek. However, due to the differences in policies and businesscharacteristics in different regions, the Group allows eachsubsidiary to flexibly adjust their working hours according tothe nature of their own production and operation, combinedwith work needs and relevant regulations.If violations occur, we will impose internal penalties to avoidforced labor. Occupational health and safety, as a fundamental employee’s right,is closely related to employees’ sense of security, happiness andwork efficiency. systemThe Group strictly abides by the Law of the People’sRepublic of China on the Prevention and Control ofOccupational Diseases, Measures for the Administrationof Occupational Safety Inspections, the Regulations onLabour Protection in Workplaces Where Toxic SubstancesAre Used, the Production Safety Law of the People’sRepublic of China and the Environmental Protection Lawof the People’s Republic of China and other relevant lawsand regulations. Based on its own business characteristicsand actual conditions, the Group has formulated theOccupational Health Management Regulations and theWorkplace and Behavior Safety Management Regulations.Taking source prevention, process control and riskelimination as the three main focuses, the Group strictlyimplements safety requirements and management forthe production areas, work workshops, facilities andequipment, and defines the scope of occupational healthand safety management of each business department andmakes detailed regulations.
In addition, the Group’s headquarters has set up aSafety and Environmental Protection Department tocomprehensively manage the Company’s occupationalhealth work, including improving and implementingthe Company’s occupational health and safety system,supervising and evaluating the occupational health andsafety work of subordinate units, and jointly building anoccupational health and safety hierarchical managementsystem with the human resources department ofthe headquarters to maintain the effective operationof occupational health management institutions,continuously refining the content of employeeoccupational health training, and improving the Group’soccupational health management level.

During the Reporting Period, the number of days lostdue to work-related injuries of the Group was 848, andthere were no serious accidents involving work-relatedcasualties. The number and rate of work-related fatalitiesin each of the past three years were zero.
(2) Occupational health and safety training
In order to improve employees’ awareness of safeproduction and enhance the Group’s health andsafety production level, according to the businesscharacteristics and needs of each department, theCompany has formulated the details of the contents ofthe relevant occupational health and safety training,including education on occupational disease preventionand control laws and regulations, professional knowledgeon occupational health and safety, self-rescue andmutual-rescue skills, education on the knowledge ofpost-labour protection, the instructions of the use ofprotective gear, and emergency response in case ofaccidents. Occupational health training is an importantpart of occupational health. The Group requires everynew employee to receive occupational health trainingbefore employment, and regularly conducts occupationalhealth training for existing employees.? Free Occupational Health ExaminationThe Group cares about the physical condition of its employeesand supports their work in a safe and healthy manner. Freephysical examinations are provided to all employees everyyear. Employees can take different items for examinationaccording to their needs, including special examinations formen and women. During the Reporting Period, among theGroup’s employees who were exposed to occupational diseasehazards, 459 participated in pre-job physical examination,2,567 participated in on-the-job physical examination, and 399participated in off-the-job physical examination. There wereno suspected occupational diseases or occupational casesreported by employees in the Group throughout the Year.
